inform the Governor and the Legislature, and make recommen-dations
with respect thereto."
Sec 5. That Chapter one of the Public Laws of one thousand
nine hundred and thirty-six be further amended by striking out
Section eleven (e) and substituting the following in lieu thereof:
"Section 11. (e) The commission shall appoint Local Advi-sory
Councils composed in each case of an equal number of
employer representatives and employee representatives who
may fairly be regarded as representative because of their voca-tion,
employment, affiliations, and of such members representing
the general public as the commission may designate. Such coun-cils
shall aid the commission in formulating policies and dis-cussing
problems related to the administration of this Act, and
in assuring impartiality and freedom from political influence
in the solution of such problems. Such Local Advisory Coun-cils
shall serve without compensation, but shall be reimbursed
for any necessary expenses."
Sec. 6. That the Unemployment Compensation Commission
of North Carolina, created by this Act, shall automatically suc-ceed
to all the rights, powers, duties, and obligations of the
present Unemployment Compensation Commission of North
Carolina and of the State Advisory Council.
Sec. 7. That all laws and clauses of laws in conflict with
the provisions of this Act are hereby repealed.
Sec. 8. That this Act shall be in full force and effect from
and after July first, one thousand nine hundred and forty-one.
In the General Assembly read three times and ratified, this
the 15th day of March, 1941.

NINETY-TWO OF THE PUBLIC LAWS OF ONE THOU-SAND
NINE HUNDRED AND THIRTY-THREE, CREAT-ING
A BUILDING CODE COUNCIL FOR NORTH CARO-LINA,
BY RESTRICTING AND DEFINING THE AU-THORITY
OF SUCH COUNCIL AND PROVIDING FOR
APPEALS THEREFROM.
The General Assembly of North Carolina do enact:
Section 1. That Section three of Chapter three hundred
and ninety-two of the Public Laws of one thousand nine hundred
and thirty-three be amended by rewriting said section as
follows:
