EASLEY SIGNS SCHOOL NUTRITION STANDARDS BILL INTO LAW State Board of Education to Establish Statewide Nutrition Standards RALEIGH – Gov. Mike Easley today signed into law House Bill 855, “An Act Directing the State Board of Education to Establish Statewide Nutrition Standards for School Meals, A La Carte Foods and Beverages, and the After School Snack Program.” The bill was sponsored by Rep. Verla Insko (D-Orange). "This bill encourages our children to make small dietary changes that will have a dramatic impact on their health in the long term," said Easley. "By providing wholesome food choices, we are equipping our students with one more tool to help them succeed in school and life." House Bill 855 enacts a new N.C.G.S. 115C-264.3 to direct the State Board of Education to establish statewide nutrition standards for school meals, a la carte foods and beverages and items served in the After School Snack Program. These nutrition standards, recommended by the Study Committee for Childhood Overweight/Obesity of the Health and Wellness Trust Fund, will promote gradual changes to increase fruits and vegetables, increase whole grain products, and decrease foods high in total fat, trans fat, saturated fat and sugar. The bill requires that prior to statewide implementation, nutrition standards will be implemented in pilot programs in a minimum of eight middle and eight high schools and that the Child Nutrition Services Section of the Department of Public Instruction oversee the pilot programs. All elementary schools will implement the standards by the end of the 2007-2008 school year, followed by middle schools and then high schools. Child Nutrition Services must report annually on the progress of each local school administrative unit in achieving the nutrition standards to the State Board of Education and to the Joint Legislative Education Oversight Committee. House Bill 855 becomes effective immediately. ###
