Mike Easley appointed one new member and reappointed two members to the North Carolina Local Government Commission. Easley appointed Raymond C. Rapp of Mars Hill to serve on the commission. Rapp is the dean of Adult ACCESS. He is currently on the Madison County Chamber of Commerce, the Madison County Tourism and Development Authority and the Madison County Economic Development Board. Easley reappointed Patsy McGee of Elizabeth City, the owner and operator of Rochelle Cleaners, Inc. She is currently chairman of the College of Albemarle Board of trustees and is a member of the Committee of 100, the Downtown Business and Professional Association and the Wachovia Bank board of trustees. Easley also reappointed Irving Joyner of Durham, a professor at North Carolina Central University School of Law since 1982. He was associate dean of the school from 1985-1994. Joyner is currently serving on the Board of Governors, is a member of the North Carolina Association of Black Lawyers and is the Durham County Superior Court Arbitrator. The North Carolina Local Government Commission advises the state’s units of local governments on accounting and budgeting. The commission approves the issuance of all North Carolina local government general obligation and revenue bonds and most installment purchases. The commission has nine members and the Governor appoints three members. Each member serves a four-year term. ###
