BEVERLY EAVES PERDUE GOVERNOR ALCOHOL AND DRUG ADDICTION RECOVERY MONTH 2012 BY THE GOVERNOR OF THE STATE OF NORTH CAROLINA A PROCLAMATION WHEREAS, behavioral health is an essential part of overall health and wellness; and WHEREAS, prevention of substance use and/or mental disorders works, and effective treatment can help people recover from alcohol and drug addiction; and WHEREAS, the benefits of preventing and overcoming substance ~s and/or mental disorders are vital to individuals, families and the community at large; and WHEREAS, people in recovery can achieve healthy lifestyles, both physically and emotionally; and WHEREAS, the State ofNorth Carolina encourages relatives and friends of people with substance use and/or mental disorders to implement preventive measures, recognize the signs of a problem, and guide those in need of appropriate treatment and recovery support services; and WHEREAS, according to the 20 I 0 National Survey on Drug Use and Health, in 2010, 11% of the 657,000 North Carolinians who needed treatment for a substance use disorder and 54% of the 597,000 who needed treatment for a mental disorders received recovery assistance; and WHEREAS, to help more people achieve and sustain long-term recovery, the United States Department of Health and Human Services (HHS), the Substance Abuse and Mental Health Services Administration (SAMHSA), the White House Office ofNational Drug Control Policy (ONDCP), and the North Carolina Department ofHealth and Human Services Division of Mental Health, Developmental Disabilities and Substance Abuse Services invite all residents ofNorth Carolina to participate in National Recovery Month; and WHEREAS, the theme for National Recovery Month is Join the Voices for Recovery: It 's Worth It; NOW, THEREFORE, I, BEVERLY EAVES PERDUE, Governor of the State ofNorth Carolina, do hereby proclaim September 2012, as "ALCOHOL AND DRUG ADDICTION RECOVERY MONTH" in North Carolina, its observance to all citizens. BEVERLYEAVESPERDUE , I have hereunto set my hand and affixed the Great Seal of the State of North Carolina at the Capitol in Raleigh this thirtieth day of August in the year of our Lord two thousand and twelve, and ofthe Independence of the United States of America the two hundred and thirty-sixth.
