Sanitation survey photograph collected by Dr. George Cooper. Caption on back of photo: 'Septic tank before completion.' Circa 1914. Cooper was, at the time, the Sampson County Health Officer. He conducted research and experiments in community sanitation, and in 1915, he was named head of the State Board of Health's Department of Rural Sanitation. |
