TO THE BOARD OF EDUCATION : Gentlemen: I herewith respectfully submit to you my annual report of the public schools of Wilkes County for the scholastic year ending June 30, 1921. I desire to congratulate you upon the success of the work during the past year. When we consider the many epidem-ics prevalent in various parts of the county during the past winter, the results are exceedingly gratifying. I wish to call your attention to the table showing the progress of public education in our county since the year of 1900. It is indeed an encouraging story of progress and should be an incentive to our people to attempt still greater things in the years to come. TO THE PEOPLE OF WILKES COUNTY: Feeling that it is a duty we owe to the public to give an account of the progress of public education in the county each year, and believing that the patrons of the public schools, the school officers and the friends of education will be pleased to receive this information, and that a better knowledge of what our schools are doing will tend to create more interest in them, we gladly present to you this our twenty-second annual report, trusting that the work done and the results achieved merit and may receive your ap-proval. Second Tuesday in April, July and October. REGULAR MEETINGS OF THE BOARD OF EDUCATION First Monday in each month. MEETING OF TEACHERS' ASSOCIATION. Second Friday and Saturday in September, October and November. COLORED TEACHERS' ASSOCIATION First Friday and Saturday in September, October and November. STANDARD OF EXCELLENCE. Early in the year the following letter was sent to all the teachers in the county: In order to further stimulate the work in the county we have decided to continue the Standard of Excellence which has been in operation in the schools here for some time past. The names of all the schools which can measure up to the requirements enumerated below will be published in the local papers and also in the annual report of the public schools. The requirements are as follows: 1. Is the school building painted? _ 2. Has the school a bell? 3. Has the district an original school library? 4. Has the school library been supplemented? 5. Has the school room been supplied with desks? 6. Has your school been supplied with maps, black-boards and charts? 7. Has your school enrollment reached not less than 90 per cent of the census ? _ 8. Has the average daily attendance reached not less than 75 per cent, of the enrollment? _ _ 9. Have you established or tried to establish a school farm or garden during the term? _ 10 - No. 10 is intended for any particular activity which the teacher thinks worthy of mention and which may be counted in lieu of any one of the above. The superintendent is to pass on the merit of this number. Those answering 70 per cent of the above questions in the affirmative will be entitled to a place on the list of A 1 schools. Early in the year the following letter was sent to all the teachers : We have decided to again adopt the Honor Roll for the teachers of the county for the year ending June 30, 1921. The names of all those who succeed in getting on the Honor Roll will be published in the local papers and also in the annual report for 1920. The requirements are as follows: 1. Are you a member of the County Teachers' Asso-ciation? 2. Are you a member of the State Teachers' Reading Circle ? 3. Did you attend a summer school or the Teachers' Institute in 1919 or 1920 ? 4. Do you have desk copies of the text books which you are required to teach ? 5. Do you read any educational journal? If so, what? 6. Have you raised any funds this year. If so, state amount raised and for what purpose. 7. Have you improved the house and grounds in any way? If so, how, and to what extent? 8. Have you visited the patrons of your school this year ? 9. Have you attended the group meetings this year? 10. Have you held any parents' meetings, debates, spelling matches or entertainments during the term ? 11. Have you enrolled any club members this year? (7) HONOR ROLL FOR TEACHERS 12. Will your school be represented at the Township Contest or at the County Commencement this year in any contest ? 13. Have you observed any special day in school this year ? If so, what ? 14. Have you held or tried to hold a moonlight school or community school this year ? 15. Have you organized a Thrift Society or a Junior Red Cross Society in your school this year? 16. The meetings of the Teachers' Association have been well attended during the past year. Practically all of the teachers of the county are members of this body and take an active part in the work. These meetings have played no little part in the progress which our county has made along educational lines in the past decade. They have en-abled the teachers to meet and know each other. They have given them higher ideals, greater inspiration, and more love for the work in which they are engaged. The colored teachers have an association which meets regularly and which has done great good for the schools of that race. Two hundred and eighty teachers were enrolled in the Teachers' Association during the year. PERFECT SPELLERS. Feeling that the subject of spelling was being neglected in some of our schools, and realizing its importance, and hop-ing to arouse greater interest in this matter our Board of Education decided to give an award of honor to each pupil in the public schools of the county who was perfect in spell-ing for the entire term. This experiment has already dem-onstrated its worth and is to become a permanent feature of the educational work of the county. The names of those who received these awards of honor appear elsewhere in this report, a list 239 strong. CERTIFICATES OF MERIT. The awards of certificates of merit to all who were perfect in attendance during the past year has played no little part in the increased enrollment and attendance here. There were 698 children to receive these certificates of merit, and they came to get them from one end of the county to the other. This is but one instance of many that might be cited to show the ever increasing interest on the part of our people in all things that pertain to the education of their children. It shows unmistakably that they are determined to give their children a better chance in the race of life than was allotted to them. This has become a permanent feature in the work of the County. The names of those who re-ceived these certificates of merit for perfect attendance dur-ing the year appear elsewhere in this report. (43) THE BETTER BREAD CONTEST. In casting- about for means to improve existing condi-tions in the schools from year to year we decided this term to hold a better bread contest in the schools throughout the county. Accordingly just before the close of the term a day was fixed in each school where a preliminary contest was held for the purpose of selecting three representatives from the school to take part in the township contest which was scheduled to occur one week later. At this contest three representatives were selceted to take part in the group contest to be held at the county commencement in the vari-ous divisions of the county. These contests were held in bread baking, biscuit baking, and cake baking. One mer-chant was selected in each township to give a bag of flour to the winner. Quite a number of baking powder companies, manufacturers of flour, cake ingredients, etc., etc., were asked to donate some of their wares to this purpose, and the response was most liberal indeed. Over five hundred girls and women entered the contests and each contestant re-ceived something in recognition of her efforts if nothing but a cook book. A great many of these were donated by var-ious companies throughout the country. At the group commencements several valuable prizes were given by the merchants of the towns. All in all this was one of the most interesting and valuable features of the many entering into the activities of the day. No doubt the lessons learned in these contests will bear much fruit out yonder in the lives of these girls and young women. (44) THE WORK OF THE YEAR. The year just closing- has been a very successful one. The enrollment and attendance have really been phenomenal when we consider the percentage enrolled and in attendance in the county as a whole. In the increase in the valuation of school property which has been more than $24,000 during- the year, in the number of paint-ed school houses, the erection of new buildings and addi-tions to old ones, and in many activities the progress has been truly gratifying. During the year we have increased the number of our supplementary libraries to 280 and the number of second original libraries to 32. Each district has an original li-brary. Our County high schools at Wilkesboro, Rcnda and Traphill, have a course of study covering two years while the school at Wilkesboro covers a period of four years, pre-paring the students for college. There are two other schools in the county which pre-pare students for college : North Wilkesboro and Mountain View Institute. At the latter of these two places two ex-cellent dormitories are in operation, one for the boys and one for the girls. Board here is given on the co-operative plan or at actual cost. By means of circular letters, correspondence, the local press, the telephone, through visits and personal interviews, 1 have endeavored to keep in close touch with the work this year. An interesting feature of the commencement exercises was the award of gold medals to 35 children who had at-tended school every day for seven years. Three others had been perfect in attendance for eleven years. A colored commencement was held at Wilkesboro in April and was largely attended by the colored people from all sections of the county. Four diplomas of graduation were issued, 74 certificates of merit were given for perfect (45) attendance, two gold medals for seven years perfect atten-dance, 47 awards of honor were presented for perfect spell-ing for the term and 5 library certificates were given. The library certificate plan was continued this year. To every pupil in the public schools of the county who had read no less than fifty books from the library during the calendar year was awarded a library certificate. Forty-seven certificates were given this year. This also becomes a permanent feature of the educational work of the county and has done much to interest the children :n good reading. A very intersting feature of the work this year was a recitation-declamation contest. Preliminary contests were held in the various schools for the puipose of selecting two pupils to represent the district in the township contest. These township contests were held on Friday afternoon, March 25, when two pupils were chosen both in spelling and in reciting* and declaiming to represent the township at the group commencements. The winners in the commencement contests had the distinction of being the successful ones in three successive contests. Hundreds of debates, spelling matches, entertainments and parents' meetings were held during the year. The county, as in the past, was devided into four sec-tions for the County Commencements in each of which a very successful meeting was held. Contests for reciting, declaiming, bread, biscuit and cake baking were held and prizes were awarded to the winners. For the names of the common school graduates who received diplomas at the group commencements, those who received awards of honor for perfect spelling, certificates of merit for perfect atten-dance, library certificates, etc., etc., see elsewhere in this report. The Honor Roll for the teachers and the Standard of Excellence for schools which have again been in operation this year has each been productive of most excellent results, stimulating the work in many ways. Comparative charts showing progress in education and (4G) the conditions in each township along educational lines were placed upon the walls of the office of the Board of Education and exhibited at the meetings of the Teachers' Association. An outline map of the county was also displayed in the same manner, showing by various colors the percentage of enroll-ment in each township. Two townships, those of Brushy Mountain and Walnut Grove, each enrolled' one hundred per cent, of its school census. This is the first instance of its kind in the history of the work here. We again adopted the method introduced' in the school last year of giving certificates for perfect monthly atten-dance. This, for obvious reasons, has helped the daily av-erage in many schools. Hundred's of these certificates were given out to the boys and girls in the schools. A sketch of the work of the year would not be complete without a reference to the splendid work of the teachers in a course of professional study outlined and suggested by the State Department of Education. After the three coun-ty- wide meetings of the Teachers' Association last fall the county was divided into four groups with a group center designated in each where the teachers met monthly and studied and discussed the professional course. At the final examination in April quite a number of the teachers successfully passed the tests and the State Board of Examiners gave them credit for the renewal of their cer-tificates. This feature of the work will be continued during the coming year. One hundred and sixty-eight teachers were enrolled in this professional study course. During the year a summer school of seven weeks du-ration was held at Mountain View where approximately one hundred and fifty teachers attended in whole or in part and took the work prescribed by the State Board of Education. Many of these were enabled to raise their certificates to those of a higher grade, thus securing better salaries. All of them have been benefitted and through them the schools will also be helped. A summer school of six weeks duration was held at Wilkesboro for the teachers of the colored race (47) where about sixty teachers were enrolled. The school has helped the colored teachers very greatly. A number of Community Fairs were held in the County where several educational exhibits were made and for which prizes had been secured. During1 the year an educational survey was taken of the County which, shows some very interesting facts as to the educational and agricultural condition of the country. A synopsis of this survey appears elsewhere in this edition. In conclusion I wish to express my grateful apprecia-tion of the assistance and cordial co-operation of the mem-bers of the Board of Education, the clergy, the bar, the press, the school committee, the teachers, and friends of education all over the county who have given to me and to the cause of education their most loyal support. With gratitude to God for his blessings upon the work of the scholastic year now closing, we enter that of the new relying upon Him for divine guidance. (48> Wilkesboro, N. C, Sept. 14, 1921. annual report of the public schools of Wilkes County for
the scholastic year ending June 30, 1921.
I desire to congratulate you upon the success of the work
during the past year. When we consider the many epidem-ics
prevalent in various parts of the county during the
past winter, the results are exceedingly gratifying.
I wish to call your attention to the table showing the
progress of public education in our county since the year
of 1900. It is indeed an encouraging story of progress and
should be an incentive to our people to attempt still greater
things in the years to come.

the teachers in the county:
In order to further stimulate the work in the county
we have decided to continue the Standard of Excellence
which has been in operation in the schools here for some
time past.
The names of all the schools which can measure up to
the requirements enumerated below will be published in the
local papers and also in the annual report of the public

Early in the year the following letter was sent to all the
teachers

We have decided to again adopt the Honor Roll for the
teachers of the county for the year ending June 30, 1921.
The names of all those who succeed in getting on the Honor
Roll will be published in the local papers and also in the
annual report for 1920. The requirements are as follows:
1. Are you a member of the County Teachers' Asso-ciation?
2. Are you a member of the State Teachers' Reading
Circle ?
3. Did you attend a summer school or the Teachers'
Institute in 1919 or 1920 ?
4. Do you have desk copies of the text books which
you are required to teach ?
5. Do you read any educational journal? If so, what?
