The fact that retail s h o ps have been ha p hazardly loca t ed and unpla nn ed has added t o the general con - fu s ion . The res u lting co nfusion and in co n venience from t raffi c conge sti on, in suffi c ient parking, and old building s have provid - ed a real incentive for th e devel opmen t of shop ping ce nte rs whic h compe t e s eriou sl y w it h do wnt own merchant s . Traff ic coming north along Mad i son wo uld be routed to Fr ank lin St ree t an d traffi c going s ou t h wo uld be routed t o Lee Street, eac h of which wou ld be one - way streets. Mai~ Street wo uld provide Aa st and we st traffi c on ei th er side of the railroad, and Virgi l and Walt er s str ee ts would continue t o carry t wo way traffi c . 19 -
