The site was designed as a wetland mitigation site in the Lumber River Basin for impacts associated with R-2562. The mitigation encompasses approximately 0.27 acres total of wetland restoration. The restoration effort involved removing the existing culvert at site 7, Section C and constructing a 210 foot long bridge, thereby restoring 0.27 acres of riverine marsh wetlands in the Lumber River Basin. Hydrologic monitoring is not required for this project; however vegetation monitoring is required for one year. After the second year of monitoring, the Reedy Meadow Swamp Mitigation Site shows by visual observation that the site is re-vegetating in the wetland restoration area and is re-attaining wetland jurisdictional status. NCDOT proposes to discontinue vegetation monitoring of this site. 2 1.0 INTRODUCTION 1.1 Project Description The Reedy Meadow Swamp Mitigation Site is located on NC 87 in Bladen Co. The site consists of approximately 0.27 acres of mitigation for wetland impacts associated with project R-2562. 1.2 Purpose In order for a mitigation site to be considered successful, the site must meet the vegetation success criteria. This report details the vegetation monitoring in 2009 at the Reedy Meadow Swamp Mitigation Site. Hydrologic monitoring was not required for the site. 1.3 Project History March 2008 Highway Project Completed July 2008 Vegetation Monitoring (1 year) July 2009 Vegetation Monitoring (2 year) 3 2.0 VEGETATION: REEDY MEADOW SWAMP MITIGATION SITE (YEAR 2 MONITORING) 2.1 Success Criteria The permittee shall photo monitor the mitigation site for one year following completion of the highway project. Success shall be determined by comparing vegetation and hydrology in the restored site with the adjacent undisturbed wetland. If after one year the hydrology and vegetation do not mimic the reference site, remediation may be necessary and monitoring of the mitigation site extended. 2.2 Description of Species The area was seeded and mulched. There were no bareroot seedlings planted. 2.3 Results of Vegetation Monitoring The area that was restored has re-vegetated with black willow, alder, red maple, bay, cattails, briars, Juncus sp., fern, fennel, goldenrod, woolgrass, lespedeza, poplar, pokeberry, and various wetland species. 2.4 Conclusions There were approximately 0.27 acres total of wetland restoration on site. There were no plots established on the site. By visual observation, the Reedy Meadow Swamp Site shows that the restored area is re-vegetating and that the area is re-attaining wetland jurisdictional status. 3.0 OVERALL CONCLUSIONS AND RECOMMENDATIONS NCDOT proposes to discontinue vegetation monitoring at the Reedy Meadow Swamp Mitigation Site. 4 Figure 1.
