North Carolina State Highway and Public Works Commission RALEIGH, NORTH CAROLINA REPORT ON PRISON DEPARTMENT OPERATIONS YEAR ENDED JUNE 30, 1934 50 Biennial Report for 1932-33—1933-34 NORTH CAROLINA STATE HIGHWAY AND PUBLIC WORKS COMMISSION Raleigh, North Carolina REPORT OF PRISON DEPARTMENT OPERATIONS Year Ended June 30, 1934 COMMENTS The Prison Department was set up in the budget as a self-supporting activity and was charged with all expenditures pertaining thereto, and in turn was credited with prison labor used on highways, receipts from sale of farm products, and the sale or transfer of manufactured products. The allowance for prison labor used on highways was based on the rate of seventy cents per day for the first six months of the year and eighty cents per day for the last six months. This allowance was based on the assumption that every prisoner physically able would be used on the high-ways, except those needed for farming purposes. Credit was also allowed for prisoners used for custodial duties in the camps. A deficit was incurred in Prison Department Operations for the year in the amount of $63,604.38, which was transferred to the cost of State and County maintenance.
