1847 JOURNAL OF THE SENATE. 209 The bill to consolidate in part the laws now in iorce regard-inof the State liibrary and Keeper of the Capitol, was read the third time, and on motion of Mr. Waddel), postponed indefi-nite! 7. Mr. Albriichf, from the committee on Propositions and Griev-ances, to whom was referred memorial ot E. Finney and oth-ers, in relatio.) to the Scliooner Maria Smith, reported and asked to be discharcred from its further consideration. The committtee was discharged. Mr. Cameron, fi'om the committee on Claims, to whom was referred a claim and accompanying memorial of Betts, Pusey and Hewlan, of Wilmington, Delaware, against the Kaleioh and Gaston rail road company, and prayino- the State to pay the same, reported adversely to said prayer, and asked to bo discharged. The report was concurred in. The engrossed bill to snnex a part of the county of ISew Hanover to the county of Sampson, was read the third time, passed and ordered to be enrolled. Also the engrossed bill to amend the first section of an act, entitled an act concerning the Pilots and Commissioners of navigation, was read the third time, passed and ordered to be enrolled. Mr, WaddfeU, from the joint select committee to whom was referred so ;iiuch of the Governor's message as relates to the resolutions and communications from other States, received at the Executive Department of the State, reported that there was no necessity for the Legislature's expressing; any opinion npori the various subjects embraced in said resolutions and commun-ication?, and asked to be discharged. The report was con-curred in. The Senate then proceeded to the consideration of the spe-cial order of the d^y, viz. The engrossed bill to transfer the funds belongmg to the board of Internal Improvement to the Public Treasury—being on its second reading. Mr. Woodfia moved to aUjend the first section, by striking out the v/ord '-transferred," and mserling the word -loaned." The amendment was rejected—yeas 13, nays 28. Mr. Woodfin demanded the yeas avid nays. '"''"' Those vvho voted in the affirmative are, Messrs. Ashe, Bogle. Cameron, Gilmer. HaLsev, Ho^an.
