Furthermore, the fertility rate (number of live birth. per 1,000 woaen aged 15-44 years)-has also shown a general decline; it was 89.1 in 1970, 63.8 in 1975, 60.3 in 1980, and S6.4 in 1983. It should be noted, however, that pre-1980 rates may be artificially higb due to undercouRts In the 1970 census. The- United States, aeanwhl1e. h4d 2 percent fewer births in 1983 than in 1982. The provisional fertility rate also dropped, frO. 67.8 in 1982 to 65.4 in 1983 (5). Accordina to- the National Center for Healtb Statistics,. the decline in tbe nUllber of u.s. births in 1983 is ev.idently associated with two factors. The first factor is that the population in the childbearing ages (15-44) is beginning to· age. Although the _D.-ber of VOIIen in this group increased by 1 pecceiltfroa 1982 to 1983, the m:m.ber of ~n -at younger ages (lS-24) actually decliDed~ Births-to ~n under 25 years typically account for nearly half of all birtbs. POPULATION BASES AND BIASES IN PRE-1980 VITAL STAT[STT~S RATES Every ten years (years ending in zero) the U.S. Bureau of the ce~sus conducts a count of the United States population, wbic~ includes a profile of the population's characteristics such-as age, race, and sex. After a cens~S year, estimates of population size and coaposition are based on knowledge of the population in the census year plus subsequent events such as births, ~eaths. and atgration. In the latter years of a decade, estiaates ..y depart considerably f~ ntrue" population values to the extent t.bat assUllPtions, pu·t1cularly about 10- and. out-a1gratioDi depart froa what Ml'f; actually occurred. Since aost vital statistics tates are based on populatlofi counts in the denoainator, changes in population which tight result frOil a new census may cause substantial change tn the trend of rates over time. To complicate the problea even further, there vas an undercount of tl;re pOpulation of North 'carolina in the 1970·census, particularlyamong:nonWhltes. '1ftus., projections for later ·years were low and rates based on those population projections correspondingly high~ Therefore, changing to 1980 census figures for rate denoainators caused a ·decrease in rates fro. 1979 to 1980, to th~ extent that the 1980 census figures were higher than 1980 projections based on the 1970 census.
