For the biennium 1954-1956, the following parts of the complete report are issued separately: PART I. SUMMARY AND RECOMMENDATIONS. This is a general review of the public school system along with recommendations for the consideration of the Governor and the General Assembly—published under title "North Carolina Public Schools". PART II. STATISTICAL REPORT, 1954-1955. This part presents detailed data pertaining to the public school situation for the year 1954-1955. PART III. STATISTICAL REPORT, 1955-1956. This part gives information for 1955-1956 similar to that in Part II for the preceding year. INTRODUCTORY NOTE
In order to make available statistical information as soon
as it is assembled, the practice of binding in parts the
Biennial Report of the State Superintendent of Public
Instruction was begun in 1924.
For the biennium 1954-1956, the following parts of the
complete report are issued separately:
PART I. SUMMARY AND RECOMMENDATIONS.
This is a general review of the public school system
along with recommendations for the consideration of
the Governor and the General Assembly—published
under title "North Carolina Public Schools".
PART II. STATISTICAL REPORT, 1954-1955. This
part presents detailed data pertaining to the public
school situation for the year 1954-1955.
PART III. STATISTICAL REPORT, 1955-1956. This
part gives information for 1955-1956 similar to that

State during 1954-1955: the estimated school population (ages 6-20, in-clusive),

TABLE III. TOTAL ENROLLMENT
This summary shows by race for 1954-1955: the enrollment by schools
(codes a plus c plus d plus e) for all North Carolina administrative units;
those enrolled in two or more schools within the same unit or system (pupils
coded c), permitting the enrollment by units (codes a plus d plus e) to be
obtained by subtraction; those enrolled in two or more units (pupils
coded d) ; the net State enrollment (codes a plus e) ; those coming from
other states (pupils coded e). The U. S. Office of Education desires only
those pupils coded a—secured by subtraction.
This presentation illustrates the ambiguity of the term enrollment;
there are four (4) sets of figures. Net enrollment reduced to average
daily basis is called average daily membership ; see Table I.
