SUMMARY OF ENROLLMENT This summary shows by race for 1943-1944: the enrollment by schools (codes a + c + d + e) for all North Carolina administrative units; those en-rolled in two or more schools within same unit or system (pupils coded c), permitting the enrollment by units (codes a + d -f e) to be obtained by subtraction; those enrolled in two or more units (pupils coded d); the net State enrollment (codes a + e) ; those coming from other states (pupils coded e)-. The U. S. Office of Education desires pupils coded a—obtained by sub-traction. This presentation illustrates the ambiguity of the term enrollment; there are four sets of figures. Net enrollment reduced to average daily basis is called average daily membership; see Table I. Items 100 Counties 70 Cities North Carolina Enhollmbnt by Schools (Codes a + c-Fd + e). AVERAGE DAILY MEMBERSHIP, AVERAGE DAILY ATTENDANCE BY GRADES This tabulation shows by race and grades for 1943-944: average daily mem-bership, average daily attendance and the proportion of membership in attendance. 24 TABLE X. PUPIL WORK ACCOMPLISHMENT BY GRADES This tabulation shows by grades and race for 1943-1944: the number of pupils receiving credit for work of full year, the number performing at least half year's work (50-99% ), and the number accomplishing less than work of half year. The sum of these three groups equals the membership of Table VII, thus accounting—by amount of work accomplished—for all pupils on the roll at close of schools. 25 TABLE XL INDEX OF ACCOMPLISHMENT BY GRADESt This tabulation gives the figures of Table X in percentages and shows an index of work accomplished in the several grades. The index is the addition of percentages weighted according to quantity of work done; to the proportion of pupils doing full year's work are added (1) 50% of the percentage for half year's work, (2) 25% of the proportion for less than half year. For this index there are considered only those pupils in membership on last day; see Table XIV for percentages based upon enrollment (a+e). 26 TABLE XII. INDEX OF ACCOMPLISHMENTt Elementary Schools—Grades 1-8 Based upon the figures summarized by Table X, this table shows by race for the elementary schools (grades 1-8) in each administrative unit of the State during 1943-1944: the percentage of membership (last day of school) which received credit for full-year's work (100% in quantity), the percentage which was credited with half-year's work (50-99%), the percentage which received credit for less than work of half-year and an index figure which weights and combines these percentages. The index number, as in Table XI, allows full credit (100% ) for that proportion of pupils accomplishing (receiv-ing credit for) work of full year, half credit (50% ) for the percentage doing half-year's work, one-fourth credit (25%) for the remaining proportion of pupils. The index is the sum of these three credits, 100.00* representing quantitative perfection. The summary groups the administrative units of the State—separately by race—according to their positions as indicated by this index number. The index attempts to measure quantitatively the work accomplished during the year by pupils remaining in school; those who quit school (losses) are not considered in these calculations. An index number based upon enroll-ment, as are the percentages of Table XIV, would be lower than the one shown here. Summary of Table XII 27 TABLE XII. INDEX OF ACCOMPLISHMENTf Secondary Schools—Grades 9-12 Based upon the figures summarized by Table X, this table e;ives by race for the secondary schools (grades 9-12) in each administrative unit of the State during 1943-1944: the percentage of membership (last day of school) which received credit for full year's work (100% in quantity), the percentage which was credited with half-year's work (50-99% in quantity), the percent-age which received credit for less than work of half-year and an index figure which weights and combines these percentages. The index number, as in Tables XI and XII, allows full weight (100%) for that proportion of pupils accomplishing (receiving credit for) work of full year, half credit (50%) for the percentage doing half-year's work, one-fourth credit (25%) for the remaining proportion of pupils. The index is the sum of these three credits —with *100.0 representing quantitative perfection. The summary groups the administrative units of the State—separately by race—according to their positions as indicated by this index number. By comparison with summary of Table XII, the number of units having no high school facilities may be ascertained. The index attempts to measure quan-titatively the work accomplished during the year by pupils remaining in school; those who quit school (losses) are not considered in these calcula-tions. An index number based upon enrollment, as are the percentages of Table XIV, would be lower than the one shown here. Summary of 33 TABLE XIII. RELATIVE ACCOMPLISHMENT OF PUPILS BY GRADES This tabulation divides the net State enrollment (a+e) into percentages, showing bv race for each grade during 1943-1944: (1) the percentage drop-ping out of school, (2) the proportion doing full year's work, (3) the per-centage doing half year's work, (4) the proportion accomplishing work of less than half year. This is an effort to measure the holding and promoting achievements of the school system. Whereas Table XI considered only the children remaining m school, this calculation is based upon pupils enrolled (a+e). 39 TABLE XV. TRAINING OF TEACHERS AND PRINCIPALS Based upon certificates held, as shown in budgets, this summary gives for 1943-1944 the number of State-paid teachers and principals by class of certifi-cate, the proportion at each level of training and an index number. Classified principals—shown separately—are deemed to be Class A in figuring the index. EXPERIENCE OF TEACHERS This summary gives the experience rating for 1943-1944 of those teachers paid from the State Nine Months' School Fund; those paid from local funds are excluded. Since only 9 increments were allowed by the State on Class A certificates, 6 on Class B, etc., the experience shown is not the actual number of years taught but the number for which compensation was paid. Principals (building and classified) are not included. Rating of Teachers General Statistics 41 Table XVI. Experience of Teachers—Continued 42 TABLE XVII. SALARY SCHEDULES FOR TEACHERS This tabulation gives the maximum and minimum amounts payable month-ly to teachers from State funds during 1943-1944. Supplements by local units are additional. The schedules are based upon years of training, which determine the type of certificate held, and years of teaching experience. A represents the max-imum; B is the minimum. A. Maximum Teaching expewbnce 43 TABLE XVIII. SALARY SCHEDULES FOR PRINCIPALS This tabulation gives the maximum and minimum amounts payable monthly from State funds to classified principals during 1943-1944. Usually a school must have seven (7) or more teachers to be allowed a classified prin-cipal. The schedules are based upon number of teachers allotted to the school and number of years served as principal. There is an increase in principal's pay for every additional teacher—from 7 to 50; enough steps in the schedule are shown here to indicate the trend. A Master's degree is required for the last three years of schedule—P-6 to P-8 inclusive. A. Maximum Number of Te.^chers 44 TABLE XIX. INSTRUCTIONAL AND SUPERVISORY PERSONNEL This table gives for each unit of the State during 1943-1944 a distribution of instructional and supervisory personnel—employed from all sources of funds—by race and grade-level. Teachers, as distinguished from principals and supervisors, are also divided according to sex. The summary shows for North Carolina the number of teachers in ele-mentary schools (grades 1-8), the number in high schools (grades 9-12), the number of vocational teachers, the number of principals and supervisors, the number of clerical assistants, the number of superintendents; then relates the instructional personnel to number of pupils in average daily membership and average daily attendance, as given in Table I. Fractions appear in the summary and detailed table because of teachers working in both elementary and secondary fields, or teaching and supervising. NUMBER OF SCHOOLS TAUGHT—BY GRADE LEVEL This summary shows for 1943-1944 the number of schools which attempted various grade levels of instruction. On the elementary level (grades 1-8) there are three types of schools: primary, grammar and elementary. Primary schools are defined as those which go no higher than grade 5, beginning with the first grade; grammar schools teach only the intermediate grades, as 4-6, 6-8, or 7-8; elementary schools cover grades 1-6, 1-7, or 1-8. On the secondary level the grouping is by years of instruction offered above eighth. One-year high schools teach only 9th grade, two-year schools have grades 9-10, four-year schools run from 9-12. A junior high school of grades 7-9 is considered here as a grammar school (grades 7-8) and a one-year high school. Senior high schools (grades 10-11 or 10-12) are shown separately. Items 78 General Statistics TABLE XXIV. STANDARDIZATION OF SCHOOLS This summary shows by race for all elementary and high schools of the State during 1943-1944: the total number of schools taught, the number large enough to become standard, the number of standard schools, average daily membership in all schools, average daily membership in standard schools and the percentage of membership in accredited schools. TABLE IV. SUMMARY OF ENROLLMENT
This summary shows by race for 1943-1944: the enrollment by schools
(codes a + c + d + e) for all North Carolina administrative units; those en-rolled
in two or more schools within same unit or system (pupils coded
c), permitting the enrollment by units (codes a + d -f e) to be obtained by
subtraction; those enrolled in two or more units (pupils coded d); the net
State enrollment (codes a + e) ; those coming from other states (pupils coded
e)-. The U. S. Office of Education desires pupils coded a—obtained by sub-traction.
This presentation illustrates the ambiguity of the term enrollment;
there are four sets of figures. Net enrollment reduced to average daily basis
is called average daily membership; see Table I.
