This issue of the report of the Department of Labor and Printing has been compiled in collaboration with the United States Department of the Census, which has given the benefit of a canvass of the State, a work that the Department never has been able to undertake, and which it is believed will be found of considerable additional interest. The form of report has been preserved as near as has been found possible. There have been numerous calls upon the office for lists of names of certain classes of industries. Manifestly the Department cannot furnish lists of any kind, other than shown by the report. The Commissioner does not consider it fair to correspondents to give out lists ; also, it would be unfair to supply these lists to one person and deny them to another. It can readily be seen that the Department could not make a practice of furnishing lists for advertising purposes, and must, therefore, decline to issue lists of any kind under any circumstances. The report is free and will be furnished to applicants as long as the supply lasts. Back num-bers of the report cannot be furnished, except in a few cases where the issue has not been exhausted. At the same time, the Department will use every effort to make plain any points about the work that may not be exactly clear, and to put inquirers in the way of securing information on any subject which any State report covers. Persons uncertain as to where information bearing on a specific subject may be obtained are invited to write their wants. If the Department can put them in com-munication with the proper authorities, it will be a pleasure to do so. The subjects covered may be found in the Index, with citations to the pages covering same. Chapter II, Condition of Farmers, shows, in Table I, conditions of farm and labor, employment, trend of cost of living. Table II covers question of tendency toward diversification of crops, and improvement in method of cultivation, wages and financial condition of laborers. Table III shows cost of production of various farm products. Table IV shoAvs condition of roads, education, religion and morals, and general trend of each. Chapter III, The Trades, shows, in Table I, prevalence of labor or-ganization, wages by trades, method of payment, and increase or decrease of wages. Table II shows unit of working time, period of payment, per-manency of employment, cost of living. Table III shows hours consti-tuting day's work; wage-earners' idea of what should constitute day's 14 Intkoductobt work; per cent of literacj^. Table TV shows period of apprenticeship, improvement in education, moral and financial conditions. Chapter IV, MiSCeilaneOUS Factories. Under this head are treated the establishments not falling under specific heads, that is to say, all manufacturing plants which do not show any one division of industry sufficiently large to require separate treatment. It is not the purpose to enumerate herein sawmills, gristmills, or cotton gins, except as the magnitude of a single mill would seem to place it in the class of factory ; grinding mills are classed as factories when they buy corn and wheat and sell flour, meal or grits, but are not classed as factories when they grind for toll and sell no other product beyond toll earned. Sawmills doing a general lumber business are classed as factories, while small mills, doing only a local business, are not. Not that it would not be desirable to enumerate these concerns in our report, but because it has been found impossible to secure a list of these small concerns; many of them are temporary, and many change ownership and location so fre-quently as to make reliability of reports not dependable. At the same time it has not been possible to secure the names of all the large concerns doing business in the State, under the present law, which does not make it obligatory upon manufacturers to report. Table I shows factories by counties, name of president and secretary or treasurer, article manu-factured, capital, when established, and estimated value of plant. Table II shows value of output, time in operation, hours constituting day's work, kind of power used, number of horsepower, number of employees, classified; condition of labor market, per cent of literacy among em-ployees. Table III shows wages, when paid, increase or decrease, preva-lence of union labor, improvement of employees in financial condition and general proficiency. Chapter V, Cotton, WOOien, and Silk iVIillS. Table I shows mills by counties, executive officers, year established, capital stock, name of sell-ing agent, and whether mill spins or weaves, or both. Table II shows class of goods made, number spindles, number looms, number cards, kind of power used, horsepower, approximate amount of raw material used; progress of employees. Table III shows number of employees, classified hours, wages, and when paid, per cent of literacy, persons dependent on operation of factory for livelihood, observance of labor laws. The Knit-ting Mills form a subchapter here; the tables cover practically the same subjects. Chapter VII, Fumiture Factories. Table I shows factories by coun-ties, name of president, goods manufactured, year incorporated, capital stock, kind of power used, number of horsepower. Tables II and III Intkoductoky 15 show number of days in operation during year, hours constituting day's work, number dependent on factory, wages, per cent of literacy, esti-mated value of plant, estimated annual output. Chapter VIII, NeWSpapePS. Summary shows classification by period of publication and politics, and total circulation of each class. Table I shows list of papers by counties, how published, editor and proprietor. Table II shows day of publication, class, date of establishment and cir-culation. Table III shows number of employees, wages, etc. Chapter IX, RailfOadS and Employees. Shows alphabetical list of roads, number of officers and employees, by classes and wages. Where the term "children" is used with reference to division of class of laborers, it is intended to mean persons under sixteen years of age. APPENDIX. In this division of the report has been grouped all other available information properly bearing on the subjects covered in the pages pre-ceding it, to which reference is invited. In this will be found a classi-fied list of industries, together with the labor laws as applied to mills and factories. CHAPTER II FAKMING COISTDITIONS. Taken as a whole, farming conditions in tlie State may be said to be in a very satisfactory condition. As was pointed out in our last report, tbe ''Buy-a-bale-of-cotton Movement" did not result in an advance in tbe market price, and a large proportion of the farmers suffered from the low price. The effect of the low price was felt in all lines of busi-ness in the South, and to some extent in the JSTorth. The cutting off of exports contributed largely to the decrease in price, but in the face of the large crop grown it is doubtful if the prices prevailing for the 1913 crop could have been sustained, even if the export trade had not been affected by the war. The crop for this year bids fair to be much less than last year, due, it is hoped, to the fact that producers are beginning to realize that a large crop means low prices, and that there are other crops which may be grown showing as good profit as cotton. Cotton is no longer the only farm product which can be readily turned into cash—for several years past any article of agricultural produce the farmer may have had has been marketable, immediately and for cash. There is continued advance in stock and poultry breeding, as well as advance in dairying methods. SrMMARY. Figures relative to 1915 are as follows: Table 'No. 1 shows an increase in the value of land in thirty-seven counties, decrease in twenty-six, and no change in thirty-seven. Fertility of the land is reported maintained in ninety-two counties ; eight report that it is not maintained. Twelve counties report a tendency to have larger farms; eighty-seven smaller; one no change. Seventy-seven counties report labor scarce; twenty-three plentiful. Thirty-one coun-ties report employment regular; sixty-nine irregular. Table jSTo. 2 shows the average wages paid. Highest average paid men, $1.06 per day, a decrease of twelve cents over last year ; lowest, 68 cents per day, a decrease of six cents over last year. Highest average paid women, 67 cents per day, a decrease of seven cents over last year ; lowest, 44 cents per day, a decrease of four cents over last year. Average wages of children, 37 cents per day, a decrease of four cents over last year. Three counties report increase in wages, forty a decrease and fifty-seven no change. Farms and Farm Labor 17 Table ISTo. 3 shows that sixty-seven counties produce cotton at $35.24 per bale of 500 pounds ; thirty-three do not report. Eighty-one counties produce wheat at a cost of 75 cents per bushel; nineteen counties do not report wheat. ISTinety-nine counties produce corn at a cost of 52 cents per bushel, one county does not report corn. JSTinety-two counties pro-duce oats, at 39 cents per bushel ; six counties do not report oats. Fifty-nine counties produce tobacco at $8.14 per 100 pounds; forty-one coun-ties do not report tobacco. l!^inety-one counties report cost of raising 100 pounds of beef to be $6.04 ; nine counties do not report beef. Mnety-eight counties report cost of raising 100 pounds of pork to be 8.31 ; two counties do not report pork. Table ISTo. 4 shows road, education, and financial conditions. Ninety-six counties faA^or road improvement by. taxation ; four do not favor such improvement. Reports of cost of production for four years show the following figures : Cost to raise bale of cotton: 1912, $33.70; 1913, $34.23; 1914, $35.61; 1915, $35.24; average for four years, $34,691/2. Bushel of wheat : 1912, 73 cents; 1913, 71 cents; 1914, 70 cents; 1915, 75 cents; average for four years, 7214 cents. Bushel of corn: 1912, 53 cents; 1913, 50 cents; 1914, 52 cents; 1915, 52 cents; average for four years, 51% cents. Dept. There has been considerable falling off of employment since the last report was issued, due, it is believed, to fright on account of the Euro-pean war, and on account of the low price of cotton, the influence of which was to stagnate business in this territory. Due to this result, wages show a slight decrease as against last year. At the present time a view of the field seems to indicate that improvement has already set in, and that conditions of employment will soon return to normal, and that wages will rise to their former level. SUMMARY. The average wages of the different trades reported are as follows: Automobile mechanic, $1.50 ; blacksmith, $1.88 ; boilermaker, $3.43 ; brickmason, $4.21; cabinetmaker, $1.92; carpenter, $2.16; conductor, $4.25; contractor, $2.31; electrician, 3.00; electric engineer, $1.42; en-gineer, $2.50 ; foreman car shop, $3.50 ; machinist, $3.07 ; molder, $3.75 painter, $2.65; plasterer, $4.13; plumber, 4.50; stonecutter, $3.50; woodworker, $1.53. SUMMAKY. The division of establisliments treated under this head includes man-ufacturing enterprises that are not listed under Cotton, Woolen, Silk and Knitting Mills, or Furniture Factories. The collection of information relative to these factories has been done in collaboration with the United States Department of Census, to the offi-cers of which we are indebted for many courtesies and much assistance. In each case where the Census Department has furnished data, it has been with the express consent of the party reporting, though not all of the establishments reporting to the Government authorities gave their consent to the use of the information by this Department. For this reason the reports of the two departments may not be expected to be the same. In the calculations of persons employed, the figures used are intended to show the number of persons employed for the entire year, instead of the nuinber of persons employed at any one time. For instance, ten persons employed for a whole year would show in the "Number of em-ployees" column as 10, while 120 persons employed for six months, or half a year, would show in the same column as 60 persons, and so on, figured by the same rule. The use of the Government forms has also made necessary other minor changes in the form of this report. The total number of miscellaneous factories reporting is 3,706. The aggregate amount of capital reported is $137,584,107, and the use of an estimated value of raw material of $61,439,188. The estimated output reported is $136,066,168, with a pay roll for wage-earners of $23,470,581, and for salaried employees of $5,137,478. The average number of hours worked per day is nine and fifty-three minutes.
