[Session Conclusion. hi endeavoring to present clearly to the Legislature the work of the Department, its history, its purposes and its obligations, I fear this report is already too long-drawn-out and I hesitate to say more. But T hope it will not be trans-gressing the proprieties to call attention to the amount of ad-ditional labor and responsibility which has been imposed from time to time upon this office. In the nature of things, as now existing, the Commissioner must be held responsible to a large degree for the success or failure of the work in every division—chemical, veterinary, entomological, bacterio-logical and horticultural. He must direct the Farmers' In-stitute work, the publication of The Bulletin, the inspec-tion of the fertilizer and feed trade ; he must conduct the correspondence and do all necessary things pertaining to immigration and Highway Commission duties. He must give the best information obtainable in answer to many in-quiries on many subjects. Besides all these his duties as chairman of the Board of Trustees of the A. & M. College are onerous and exacting. Without such an able corps of assistants and the counsel of a wise and practical Board of Agriculture, the task would be impossible. I do not desire credit for myself, my associates, or the Board, further than to claim for all a sincere desire to do efficiently the work devolving upon us, and a patriotic pur-pose to serve the State. I do not claim that mistakes have not been made. Who of us does not see what might have been with clearer vision than what is to be ? But, guided by the lamp of experience, growing constantly in knowledge of the things pertaining to our manifold duties, we will go forward with renewed energy, and with the earnest hope of acquiring greater efficiency in their performance. Without embarrassment, without fear of just censure, but with reasonable confidence of approval, I present the work
