296 Document No. 10. [Session ins; to his or her history while at the School and after leav-ing it. Sec 9. The said Board of Trustees shall make all needful rules and regulations for the management and government of said School. No Trustee or employee of said School shall be personally, directly or indirectly interested in any con-tract, purchase or sale made to or any business carried on in behalf of or for said School, and any person violating this section shall be guilty of a misdemeanor and fined or impris-oned at the discretion of the Court, and an officer or employee of the School violating this section shall also be discharged by the Trustees whenever said violation is made to appear to them either by conviction in Court or otherwise. Sec. 10. The Board of Trustees shall prepare an annual report of their proceedings, showing a condition of the School, with a financial statement of all moneys received and dis-bursed and the employment of its inmates, together with sala-ries paid officers and employees of the School, which shall be forwarded to the Governor on or before December 1 in each year, to be transmitted by him to the General Assembly. It shall be the duty of the Trustees at least once a year, or oftener if deemed by them necessary, to examine the School particularly in all departments, including the accounts, vouchers and documents of the Superintendent, and make a report of the same. Sec. 11. Whenever said School shall be ready for the reception of youths therein, the Governor shall make due proclamation thereof, and thereafter it shall be lawful for the Trustees of said School to receive into its care and guardian-ship youths between the ages of seven and seventeen years committed to its custody in either of the following modes: (1) Any boy or girl who has been convicted of any crime under. the laws of the State, and the Judges of the Circuit and Criminal Courts of the State are hereby authorized to commit such boys or girls convicted in their Courts to said School : Provided, no boy or girl convicted of the crimes of
