May 1991 Preface State government agencies, legislators, planners, researchers, and other interest groups need current, reliable data on which to plan and perform analyses. One major response to that need is the Statistical Abstract of North Carolina Counties, a basic sourcebook of socio-economic facts about the state and its counties, with an emphasis on historical information for trend comparisons. This sixth edition of the abstract comes twenty years after the first edition and at a time when it has great potential for use in the state. Although the 1990 Census has been completed, the rich and detailed flow of data from census tabulations will not be complete for two years, and in the interim, agencies need current measures of trends on which to plan. This volume presents a broad picture of conditions in the state and counties through hundreds of data items arranged by major subject area. When I coordinated the first statistical abstract in 1971, my goals and those of other state government statisticians who assisted were the same as the goals for this 1991 edition: that this volume will minimize the time and effort required to compile or research statistical data by its various users. Agencies have defined and reviewed these data for mutual sharing and for release to the public through the abstract and through its parent on-line data base, Log into North Carolina, which is maintained by the Office of State Budget and Management. I wish to thank those individuals from various departmental agencies who cooperated to produce the data and documentation presented here. Dorman, State Budget Officer Digitized by the Internet Archive in 2013 http://archive.org/details/northcarolinasta19nort_4 Introduction Purpose of Publication Because accurate and current statistical information is necessary for effective planning, budgeting, and research at all levels of government, the Office of State Budget and Management (OSBM) is committed to making available to government agencies and the general public a large amount of data about North Carolina. Encouraging the exchange and awareness of statistical information available within the state is an important goal of OSBM. This Statistical Abstract of North Carolina Counties presents a smorgasbord of information on counties. It serves both as a compendium of data and as an introduction to the many types of statistical series available about the state. It is hoped that the Abstract will be a useful tool to state legislators, administrators, program directors, and their staff, as well as to non-governmental interest groups. The North Carolina State Data Center, as part of the Budget Office's role of statistical coordination in state government, provides compendia and directories of data and acts as a clearinghouse for the U. S. Department of Commerce census and economic information as well as much state agency data. Besides its state-mandated role of statistical coordination, the State Data Center program is also a cooperative effort between the state and the U. S. Bureau of the Census to assist data users of all types in getting access to Census Bureau statistics. The Data Center facilitates interchange and communication between state government statisticians through a State Government Statistics Forum and promotes sharing of data and statistical expertise. An overview of the data center network is given in the appendix. This volume was developed by the State Data Center using data that have been input into OSBM's on-line data base Log into North Carolina (LINC), version three. Many state and federal agencies have supplied data and assisted with providing definitions to document the figures in this data base, some of which go back historically to 1970. State agencies and other users with access to the state computing center may access the data base directly. The data base is continually updated for new releases or definitional changes. This publication is an update of the 1984 North Carolina State Government Statistical Abstract and is part three of a series which includes the North Carolina State Government Statistical System and the North Carolina State Government Statistical Register. Each publication serves a unique purpose in assisting data users. Initially, the statistical abstract was patterned after the U.S. Statistical Abstract, and previous editions have contained tables for municipalities and state level statistics. This edition of the statistical abstract is restricted to county level data. The statistical system document, published in 1988, is an overview of statistical programs in state government designed to explain how the statistical system is organized and the major statistical activities. The statistical register, last published in 1988, is a comprehensive inventory of data series generated by state agencies, arranged by subject. It presents information such as the geographic area covered, the frequency and time lag of the data, and the title of a relevant publication or report, along with the name and address of a contact for the data. An auxiliary publication to this set of three is a pamphlet titled "Telephone Contacts for Data Users: State Government Statistics", which was updated in 1990. This publication expands and replaces the Profile, North Carolina Counties. The Statistical Abstract of North Carolina Counties should whet the appetite for additional information, perhaps for different levels of geography or for other similar measures. In that sense, it is both an introduction to the mass of state and federal agency statistics about the state as well as an introduction to the LINC on-line data base. Types of Data Presented State Data Center staff have developed a classification system for cataloguing all data items in the LINC data base, and thus in the abstract, into twelve major topic areas and into a variety of subtopics. This was done without agency input and with much debate as to the most useful classifications for data users. Only major topics serve as groupings for the publication, but the data base relies on the fuller classification. The classifications may differ from those used in the North Carolina State Government Statistical Register. Future editions of the register will reflect the revised typography. Data are presented only for counties and the state, and a sum of counties is shown when appropriate. Many of the data series are available for municipalities on the LINC data base, and county groupings are derivable. It should be recognized that for some purposes, the county is not the most appropriate unit of geography for analysis. For example, county boundaries rarely comprise labor markets. However, because of its administrative uses and ready availability and also because of its manageability as the primary unit for tabulation, this publication is restricted to county level information. Over time, the Data Center has found that county level information is requested more often than any other geographic area. Contributing agencies and the Data Center have cooperatively chosen to present in the abstract and in LINC those data series that tend to profile a county and those that are most frequently requested by data users around the state. Primarily, the choices have focused on socio-economic items rather than fiscal information. Given a choice of two measures, the option has been for information that shows the condition of a county rather than that which measures the activity of an agency. User Notes Footnotes occur occasionally in the abstract, but the aim has been to address all data anomalies in the glossary. Users should check the definition prior to using data from any table. Definitions in the glossary are in some cases abbreviated forms of those appearing on the LINC data base. Users should consult the on-line definitions for additional information when using LINC. The availability of precise definitions for data items makes LINC unique as a data base and the abstract unique as a state compendium of data. The State Data Center staff spend a great deal of time orienting data users to the specific caveats and idiosyncrasies of different data sources and have recognized how important it is to know what the figures measure in order to use data wisely. Contributing agencies have provided the definitions. Please note that definitions change as programs, policies, and interest in different aspects of a measure change. The Data Center is committed to working with state and federal agencies to keep the LINC definitions up to date and to have them accurately reflect changes in measures overtime. Missing data and non-applicable data are indicated by a dot (.). True measures of zero are indicated by zero (0). Unless otherwise stated, data are for a calendar year. State fiscal years (FY) run from July 1 through June 30 and federal fiscal years from October 1 through September 30. Fiscal years are referenced by the ending year, unless otherwise indicated in the table footnotes or glossary. The definitions are specific about the time period in most cases. VI For many data series, revisions of historical figures may be released at the same time that new annual series are added. When users get more current data from source agencies, it is wise to ask about revisions of past data. For the convenience of users who wish to access the LINC data base directly, the LINC (version three) variable numbers for each data item in a table are presented at the end of the table in the order that they appear in the table. Information concerning access to the LINC data base is available in the appendix. Users who do not have on-line access, but need small amounts of data on an occasional basis, may request them on microcomputer diskettes, using the LINC variable numbers for reference. In the LINC data base and in this document there are instances of multiple sources for the same or similar measures. Titles reflect this occurrence by the use of an acronym or other source designation. Several of the figures used in this publication are thematic maps plotted with county outlines. A reference map which gives the county names is printed in the appendix. Future Updates The North Carolina State Government Statistical Abstract was first published in 1971. Editions two through five were released in 1973, 1976, 1979, and 1984, respectively. This sixth edition, while less comprehensive in terms of the total number of data items presented, is taken directly from an active on-line data base and is thus up to date at press time. Furthermore, the data base will be maintained so that series are continually being updated, and new tables can be printed at any time. Due to the effort now being spent on the data base itself, the abstract publication will not be reissued for several years. The next update will reflect tabulations from the 1990 Census of Population and Housing, the majority of which will be released to the Data Center by the end of 1993. User Comments User comments on the abstract as a whole or specific questions, comments, and concerns are welcomed. Data Center staff are eager to address and correct any errors that are reported. This is the first major release of printed data from the new LINC data base, and while this publication has been through numerous reviews and edits inside and outside the office, there is still the possibility for error in the mass of numbers reported. Accuracy is of prime importance to the successful use of the data base; so user comment is valued. Preface
State government agencies, legislators, planners, researchers, and other interest groups
need current, reliable data on which to plan and perform analyses. One major response to
that need is the Statistical Abstract of North Carolina Counties, a basic sourcebook of
socio-economic facts about the state and its counties, with an emphasis on historical
information for trend comparisons.
This sixth edition of the abstract comes twenty years after the first edition and at a time
when it has great potential for use in the state. Although the 1990 Census has been
completed, the rich and detailed flow of data from census tabulations will not be complete
for two years, and in the interim, agencies need current measures of trends on which to
plan. This volume presents a broad picture of conditions in the state and counties through
hundreds of data items arranged by major subject area.
When I coordinated the first statistical abstract in 1971, my goals and those of other state
government statisticians who assisted were the same as the goals for this 1991 edition:
that this volume will minimize the time and effort required to compile or research statistical
data by its various users.
Agencies have defined and reviewed these data for mutual sharing and for release to the
public through the abstract and through its parent on-line data base, Log into North
Carolina, which is maintained by the Office of State Budget and Management. I wish to
thank those individuals from various departmental agencies who cooperated to produce
the data and documentation presented here. Also, I would like to thank the State Data
Center staff for this contribution to statewide statistical coordination.

Introduction
Purpose of Publication
Because accurate and current statistical information is necessary for effective planning,
budgeting, and research at all levels of government, the Office of State Budget and
Management (OSBM) is committed to making available to government agencies and the
general public a large amount of data about North Carolina. Encouraging the exchange
and awareness of statistical information available within the state is an important goal of
OSBM. This Statistical Abstract of North Carolina Counties presents a smorgasbord of
information on counties. It serves both as a compendium of data and as an introduction to
the many types of statistical series available about the state. It is hoped that the Abstract
will be a useful tool to state legislators, administrators, program directors, and their staff,
as well as to non-governmental interest groups.
The North Carolina State Data Center, as part of the Budget Office's role of statistical
coordination in state government, provides compendia and directories of data and acts as
a clearinghouse for the U. S. Department of Commerce census and economic information
as well as much state agency data. Besides its state-mandated role of statistical
coordination, the State Data Center program is also a cooperative effort between the state
and the U. S. Bureau of the Census to assist data users of all types in getting access to
Census Bureau statistics. The Data Center facilitates interchange and communication
between state government statisticians through a State Government Statistics Forum and
promotes sharing of data and statistical expertise. An overview of the data center network
is given in the appendix.
This volume was developed by the State Data Center using data that have been input into
OSBM's on-line data base Log into North Carolina (LINC), version three. Many state and
federal agencies have supplied data and assisted with providing definitions to document
the figures in this data base, some of which go back historically to 1970. State agencies
and other users with access to the state computing center may access the data base
directly. The data base is continually updated for new releases or definitional changes.
This publication is an update of the 1984 North Carolina State Government Statistical
Abstract and is part three of a series which includes the North Carolina State Government
Statistical System and the North Carolina State Government Statistical Register. Each
publication serves a unique purpose in assisting data users. Initially, the statistical abstract
was patterned after the U.S. Statistical Abstract, and previous editions have contained
tables for municipalities and state level statistics. This edition of the statistical abstract is
restricted to county level data. The statistical system document, published in 1988, is an
overview of statistical programs in state government designed to explain how the
statistical system is organized and the major statistical activities. The statistical register,
last published in 1988, is a comprehensive inventory of data series generated by state
agencies, arranged by subject. It presents information such as the geographic area
covered, the frequency and time lag of the data, and the title of a relevant publication or
report, along with the name and address of a contact for the data. An auxiliary publication
to this set of three is a pamphlet titled "Telephone Contacts for Data Users: State
Government Statistics", which was updated in 1990.
This publication expands and replaces the Profile, North Carolina Counties.
The Statistical Abstract of North Carolina Counties should whet the appetite for additional
information, perhaps for different levels of geography or for other similar measures. In that
sense, it is both an introduction to the mass of state and federal agency statistics about
the state as well as an introduction to the LINC on-line data base.
Types of Data Presented
State Data Center staff have developed a classification system for cataloguing all data
items in the LINC data base, and thus in the abstract, into twelve major topic areas and
into a variety of subtopics. This was done without agency input and with much debate as
to the most useful classifications for data users. Only major topics serve as groupings for
the publication, but the data base relies on the fuller classification. The classifications may
differ from those used in the North Carolina State Government Statistical Register. Future
editions of the register will reflect the revised typography.
Data are presented only for counties and the state, and a sum of counties is shown when
appropriate. Many of the data series are available for municipalities on the LINC data
base, and county groupings are derivable. It should be recognized that for some
purposes, the county is not the most appropriate unit of geography for analysis. For
example, county boundaries rarely comprise labor markets. However, because of its
administrative uses and ready availability and also because of its manageability as the
primary unit for tabulation, this publication is restricted to county level information. Over
time, the Data Center has found that county level information is requested more often than
any other geographic area.
Contributing agencies and the Data Center have cooperatively chosen to present in the
abstract and in LINC those data series that tend to profile a county and those that are
most frequently requested by data users around the state. Primarily, the choices have
focused on socio-economic items rather than fiscal information. Given a choice of two
measures, the option has been for information that shows the condition of a county rather
than that which measures the activity of an agency.
User Notes
Footnotes occur occasionally in the abstract, but the aim has been to address all data
anomalies in the glossary. Users should check the definition prior to using data from any
table. Definitions in the glossary are in some cases abbreviated forms of those appearing
on the LINC data base. Users should consult the on-line definitions for additional
information when using LINC. The availability of precise definitions for data items makes
LINC unique as a data base and the abstract unique as a state compendium of data. The
State Data Center staff spend a great deal of time orienting data users to the specific
caveats and idiosyncrasies of different data sources and have recognized how important it
is to know what the figures measure in order to use data wisely. Contributing agencies
have provided the definitions. Please note that definitions change as programs, policies,
and interest in different aspects of a measure change. The Data Center is committed to
working with state and federal agencies to keep the LINC definitions up to date and to
have them accurately reflect changes in measures overtime.
Missing data and non-applicable data are indicated by a dot (.). True measures of zero are
indicated by zero (0). Unless otherwise stated, data are for a calendar year. State fiscal
years (FY) run from July 1 through June 30 and federal fiscal years from October 1
through September 30. Fiscal years are referenced by the ending year, unless otherwise
indicated in the table footnotes or glossary. The definitions are specific about the time
period in most cases.

For many data series, revisions of historical figures may be released at the same time that
new annual series are added. When users get more current data from source agencies, it
is wise to ask about revisions of past data.
For the convenience of users who wish to access the LINC data base directly, the LINC
(version three) variable numbers for each data item in a table are presented at the end of
the table in the order that they appear in the table. Information concerning access to the
LINC data base is available in the appendix. Users who do not have on-line access, but
need small amounts of data on an occasional basis, may request them on microcomputer
diskettes, using the LINC variable numbers for reference.
In the LINC data base and in this document there are instances of multiple sources for the
same or similar measures. Titles reflect this occurrence by the use of an acronym or other
source designation.
Several of the figures used in this publication are thematic maps plotted with county
outlines. A reference map which gives the county names is printed in the appendix.
Future Updates
The North Carolina State Government Statistical Abstract was first published in 1971.
Editions two through five were released in 1973, 1976, 1979, and 1984, respectively. This
sixth edition, while less comprehensive in terms of the total number of data items
presented, is taken directly from an active on-line data base and is thus up to date at
press time. Furthermore, the data base will be maintained so that series are continually
being updated, and new tables can be printed at any time.
Due to the effort now being spent on the data base itself, the abstract publication will not
be reissued for several years. The next update will reflect tabulations from the 1990
Census of Population and Housing, the majority of which will be released to the Data
Center by the end of 1993.
User Comments
User comments on the abstract as a whole or specific questions, comments, and
concerns are welcomed. Data Center staff are eager to address and correct any errors
that are reported. This is the first major release of printed data from the new LINC data
base, and while this publication has been through numerous reviews and edits inside and
outside the office, there is still the possibility for error in the mass of numbers reported.
Accuracy is of prime importance to the successful use of the data base; so user comment
is valued.
