mean paity which saw in it a clever device for maintaining by indirection a hold upon power which was gradu ally slipping from it through popular disfavor the republicans valued if only as they thought that inasmuch as the had the offices the new law would help them to stay there that theory of interpretation was made manifest in every construction of the statute ami in every formulation of rules under it the republicans hud 20 years of opportunity to improve the civil service of the country if they had been so disposed but made no use of it on tlie contrary that service was growing so rapidly worse that they saw themselves about to bo driven from their pleasant and prof itable holdings unless they could af fect a diversion in the bill to re form the civil service they saw the chance to strengthen themselves under the pharisaical guise of political virtue after the passage of the law the republican leaders urged the young men of the party to be examined and placed on the list so that in the event of democratic success they could still hold the offices these exhortations were readily complied with while democrats who had fallen out of the habit of putting themselves in the line of political preferment il'lhey had ev er had ii took little notice of the opportunities that were nominally theirs equally with the members ol the opposing party certainly very few democrats were appointed to any j positions under the arthur adniinis i ration and its construction of the civil service law and rules was so !
