fayetteville gazette tuesday dctober 30 1792 ( vol i ) printed by alexander martin for john s1bley ( numb 13 an abstract 9 the principal alterations in regard h the revenue fr»m diftilled pints made by the al of c<in%rcfs of the 8t day of mmy,i-}yi concerning the duties on spirits dillilled within the uni ted states " seflhn 1 — declares that the prelent duties on fpirits of native or dnmtjiic materials ihall be reduced nn and after the firft day of july next the duties on th firft clals of proof that is on fpirits of the flrenjjth of common proof whi(key atetobclowered two cents from the former duty of nine cents per gallon to feven cents the fttonger fpirits of native materials are to be lowered in due proportion but to accommodate thofe who have had the right to pay according to the capacity of the ftill that is the country diftillers and dill illeries of the cuftomary extent in the inland towns c the following arrange ments and reductions have been made by congrefs 10 take place after entering as dhefted in the fecond fection ditiillc ries in cities townsand villages the whole capacity of the dills in which do not a xnount to four hundred gallons may pay fifty four cents inftead of the former du ty of fixty cents for each gallon that the ftill will hold 01 meafurc for a whole year's dialling therein all dhujjeries in the country may pay thefame reduced duty of fifty four ceats — that is a aill of one hundred gallons ia thef our try or in acity town or villas if there be not in fuch town diftillery ftiils altogether equal tofourhundrcdgallons)willpay54cocenii or j4 dollars for the ivht/e year or the diftiller may it he chufes take out a li cenfe to be applied for at the collector's office for one month at ten cent on every gallon the ftill will meafure or hold or for more than one month at the fame rate of ten cents per month for every gallon the flill will hold : or the diftiller may pay for the fpiriis he fhall actually dillil through the year at the rate of feven cents for each gallon of common w hif kcy proof or firft proof liquor diftilled ; and fo in proportioa for what fliall be flrongerihan common the law gives thefe elections or choifes to the diltiikr and require of him to make known his choice in one or the other way in writing a formfor which ihecollecror wiil furnifh the diftiller will then receive a licenfe fignedbythe supervifor if he intends to pay by the capacity of the it ill an il not by the gallon diftiiled if he does not make bis choice or a<els contrary to it after chufing then he is to pay fifty four cents per annum on every gallon the ftill will meafure or hold no fee is to be charged for the licenfe nor for any other papers which may be turnifhed to the dif tillers or others or which fhall be required of them the licenfe will mention the day when he is to begin snd the day when he is to end his diftihing it is to be figned by the supervifor and counter figned by the collector if the diftiller clefts to pay the monthly rate of ten cents he mud not diftil before nor after the limited time for which the licenfe is wi th eut getting a new licenfe under the penal ty of two hundred dollars seftitn 2 — dire fit at leaft on office of infpeftion in ete ry county in each diftrift or ftate every poflefibr of a mill of whatever fize whe ther it be employed in diftilling or not is to enter his aill in the courfe of the month of june in each year ; tnen mr printer fince we find it ufeiul br pleafant to take accnain quantity of the liquid ftimulus how mult it pleafe every citizen of ame rica who ftu dies the tru intereil of his counlryj to tin.lmn f.'imeis offeringlarge quantities of that article in the maikets of their own make and the produft of their own farms fellinp it at a price ful ly to thtir own fatisfaftion even to the very merchants from whom they former ly purchafed large quantities of imported rum brandy c the advantages relulting to the coun try from the ufe of american in prefer ence to imported fpirits mud be obvious to fhe moll fuperficial obfervertor feveral realbns — in the firft cafe we drink a li quor equal in lirength and flavor to the latter ar a much fmaller price — thus the confumer faves confiderably add to this the importance of paying our own farm ers and < li it i 1 icri in the pi ice of the fpirits by thtsthe individual is enriched and the communilybencfkicd j whereas the price of every gallon af rum that has ormaybe confumed in this country j;oes to therum dilhller and cane-planter in the weft-in dies and tends to augment their wealth to give american made fpirits the ad vantage in our markrts,andto bringthem into moie general ufe th general gov ernment has impofed pretty high duties on imported fpitits though not fo high as ii any otheir commercial country the fnall duty laid on domeftic fpirits fliould urely be mentioned when we confijer thai ral advantage onr brandy and whilkey ave of foreign fpirits owing to the por tions of the laws of congrefs on that ubjetft it is wonderful indeed how it happens thai aaibng the p bcipal opponants to ihefe laws are landed men — when upon a lair examination they really incieafe the value of th lands and the produce of their farms and is a fiving to the great body of the people ; it islurely then for want of a coo and deliberate inveiligati on by thofe wdl meaning men into ths ef felts and operations of thefe l.iws which creates their dl'approbation i appre hen.i many objections are offered againfl the execution of the law commonly called tli lxciie law by p rfons who hare not rerfcfted on the olicy and good effects that law is likely to produce let fuch however who have read ins tooffer againft the law aft witl propriety and decency ;
