but for tbe fair and open deal ing in specie which thej legislature expects i do not believe tbe banks are now prepared because as i have stated the people art not prepared to act with tlitni our state has hitherto always been a debtor to tbe north ; large sums of cash are annually required to pay a balance which our produce suited to their market is not sufficient to pay but at this time it is hoped our merchants owe less abroad than heretofore ;
