agriculture is rais ing her head from the dust and is assuming an air of importance ; her population is very re spectuble ami her internal resources are quite adequate for any emergency ; her territorial bounds are increasing to the west ; what was once considered thc centre of our stale can be considered so no longer ; — and to cap the climax a spirit of mental improvement has seized thc youth of our western coun its unparalleled in the history ofour state or i might say any state in the union awake ye friends of mental improvement ! — you whom your fellow-citizens have placed over die destinies of our state — you who preside in the legislative assembly tjfc^rcc people ; a peo ple who are not the lr^^rnlighiened ill the world but a people who desire to bc so to you elo wc look from the west as having the best in terest of each individual at heart to grant a charter for establishing another scat of learning in our state ; to vou do wc look and that vvith confidence too to cherish this spirit of enter prize that is going on in lhc mental world it is from principles of economy antl not from parsi monious principles that we wish to establish a ollegc in the west that section of country is fertile and abounds with provisions at as cheap urate as can be procured in any part of the state ;
