amid oceans of fraternal blood the great question has been practically settled and the authority of iiie union is admitted to be paramount within the limits of the constitution and perpetually binding upon the j states but these states are still co equal and under the constitution i each of them has manv reserved i rights which it is incumbent on von i senators no less than myself to guard and maintain the right to secede has now been decided not to be one of the reserved rights of the state ; but there can be no question that the right to regulate suffrage within its own borders is one which belongs to each and every state of the union by the fundamental condition of the omnibus bill this right is sought to be restricted in a portion ofthe states what right has congress to attempt this ? — where is the provision of the constitution which authorizes it . but i am told by ! the senator from craven that whether constitutional or not this is the supreme law of the land and we are bound by it i am astonished t hear such a doctrine advanced in this land of wri.ten constitu tions if congress can at pleasure over step the bounds of the organic law where j in ir the value of a constitution xo ! mr president much as congress is wor shipped by a party in this country the congiess itself and the general govern ment of which it constitutes one depart j ment are but the creatures of the consti j tution and with limited powers ; and by the terms of that instrument whatever powers are not therein delegated are re served to tho states and the people sir the great ground of complaint against the course of the predominant party in this country under the guidance of its leaders in congress is its proneness to transgress the organic law to accomplish special pur poses it is educating the people to dis regard law i appeal to you senators to aid in arresting this ruinous tendencv — as americans i appeal to you without respect of party to assist in piloting the ship of state back again to her old and safe anchorage hard by the constitution this fundamental condition " also strikes at the very vitals of the union by introducing inequality of rights among lhe states composing it does any one suppose that the union could long be maintained prosperously and harmonious ly with certain states superior to others in dignity ? or does any one wish such a uniou 1 it was not for such a union the gallant supporters of the old flag fought and fell iu the recent contest — they fought for a union of co-equal states and though myself one of their foeman i raise my voice in their name in vigorous protest against any attempt to rob them of the fruits of their splendid victory by inaugurating a union of su periors and inferiors i do not propose to discuss now the merits of eny enecial suffrage system — mf — o */ whether we as north carolinians shall maintain our present system cr change it nevertheless ire shall always be the best judges of the matter it is presum ing too much to suppose that the high est attainable excellence has yet been reached on this greal subject anywhere why not leave the matter open for furth er improvements . the radical rarty professes to be a party of progress and yet we have it here inconsistently seeking to render our present experimental and not over-promising sy.-t>.*m of suffrage absolutely changeless massachusetts and new york have their educational and property qualifications of the right of suf frage i do not put myself forward as : an advocate of cither idea ; lut i do hold ■that to seek by such an act as this to prohibit this state from doing if sin chooses what those her equals may do is an outrage not to be borne iu silence ; and i conjure you senators as guardians of the honor rights and dignities of the great state of north carolina not to al low it ts be perpetrated but i am told that such outrages are allowable against our dear old s;ate be cause she was in rebellion to some small ungenerous souls it seems impossi ble ever to get over the events of the past f'and though wo hare gone back is it i . ; termed into the union it appears as if 5 ' these southern states were to be forever ; twitted with what is held to have been their great error if we re ever to have [• real peace again this ought to end — j love is power so called rebels need to i j feel the magic touches of kindness and i magnanimity more thin they need to bo punished ptf_ey are no cringin - cow ?
