victim from the clinches of the quacks and as he had been unable to influence him pro posed that we allow bim an interview this we did and learned that the young man really had no disease what ever ; that i.i ney ing that he was sick from reading the advertisements in a newspaper be called upon the adverti sing doctor who after thumping bis ribs aud sounding bim wiih a stethoscope pronounced him far gone in consump tion he had already been taking bis nostrums six months paying large sums therefor ; but at tbe last visit to tbe great french doctor be bad discovered aunt li ei disease which he could not undertake to cure for less than a s 1,000 cash iu band as a special favor to bim howev er be would cure tbe malady for 700 iu advance ; aud this sum be was endeavor ing to raise by mortgaging bis little prop ertv and rendering himself almost penni less the quack was very urgent tel ling him that death stared him iu the face ;*' and if be did not raise the money at once and commence with his medi cines it would soon ba too late the young man of fair intelligence was completely deluded and thoroughly frightened by tbe artful quack and it required much skill and effort to unde ceive bim it is indeed strange that persons possessing a common school edu cation can fall into such trap ; and yet there are thousands bound hand und foot to these miserable advertising quacks who operating through their fears are extorting from them every dollar ihey possess the sums laken are often very large und tbe iniquity is of no mean pro portion to delect aud punish these of fenders tbe effect of this movement upon thrir policies the mat ter received special attention here because the s juth eastern department headquarters of tbe company are located in ibis city the department here is un der tbe presidency of senator john 1*5 gordou witb geu a ii colquitt as vice presideut and mr j a mori is as secre tary ou former occasions we have re ferred to ibe business of ibis department aud iu tbe presence of tbe present troub les we may repeat lhat the greatest care economy and piudeuce hare marked the transaction of ils affaira the depaii ment embraces iu its territory tbe states of georgia flordia south carolina and north carolina the number of policies in force and under care of this department is between 2,000 and 2,500 what pro por tiou of this number are held iu atlanta is not known bui lhe popularity of the com pany aud iis local managers has induced many of our best citizens to iuvest iu its policies tbe credit of the department here remained good up to tbe moment of the receipt uf this intelligence and tbe utmost confidence iu tbe institution has been a feature of its existence here cause of tue trouble the report of the constitution who visited tbe office of ihe company on ala bama street met gen colquitt at a lata hour and from bim learned all the facts connected with the trouble as far as gen colquitt has himself been advised the general and lin associates here in tbe management of tbe company's business were more surprise by the news than almost any other persons and conldhardly believe the tidings until confirmed the fact that telegrams from the agents in other cities and states were sent to gen colquitt last night inquiiing as to the truth of the mat ter is proof that the suspension was whol ly unb'oked for by tbose intimately con nected witb the company's business details are as yet lacking and only a general idea of tbe cause of tbe entrance into ba-tikrnptcy can be given in august 1873 tbe carolina life insurance company of memphis of which jefferson davis was president discontinued its business and entered into contract with the south ern life company to continue the business as far as tbe policies then in force were concerned the southern was only to assume liability on the same upon the carolina turning over to the southern as sets equal to the reserve as computed by an actuary mutually agreed upon tbe southern particularly did not assume any lia bility on account of past losses of the carolina life company suits were brought on these losses and debts nevertheless and the courts of tennessee rendered judgments against the southern life for the sums claimed if such judgments continue to be awarded as seemed proba ble they would have forced the southern to sacrifice its assets to meet ibem in the aggregate ihese claims would come l'pwakds of 100,000 to do this thing would also be to put in jeopardy tbe rights of the other creditors of the southern legul steps were taken to prevent this necessity aris ing and by suspension and tying np of assets to gain time to realize upon securi ties aud assets we understand that the authorities at memphis bad some hope of being able to setlle up these carolina debts but the telegram received yesterday indicates that the negotiations have failed at least for the present if other negotiations aro successfully made they thick tbey can recover credit and resume business the future gen colquitt could not say what the future course would be he was in con sultation with the attorneys mccay & trippe yesteiday but as yet no desia io;i has been given to him for his guidance we presums that for the present business will await the further developments yet to be made the failure is a sa 1 ono and we stn cerly regret it while we are glad that iu this and other cities every year is much greater than is supposed and the ingenius ways in which urge sums are extorted from their frightened dupes should be better understood not only by those wbo are in danger of becoming their victims but by tbe officers of the law we recently became coguizint of a case vhicb although flagrant and cruol to the last degree is no worse than hundreds of others occurring every day in tbe dens of these thieves scattered through some of the less freqm n ed streets nf the city a gentleman who had iu bis employ a young man of iudustrious habits and up right character recently called upon us und staled that be feaied tbe young mau had fallen into the hands of a quack iu the city who was taking all bis earnings aud endeavoiing to fleece him of every dollar of hir properly he had solicited th loan of 700 which he confessed he desired to pay a french doctor (!) who proposed to cure bim of a dangerous dis ease the gentleman desired us to aid him in attempts io save the victim from the clinches of the quacks and as he had been unable to influence him pro posed that we allow bim an interview this we did and learned that the young man really had no disease what ever ; that i.i ney ing that he was sick from reading the advertisements in a newspaper be called upon the adverti sing doctor who after thumping bis ribs aud sounding bim wiih a stethoscope pronounced him far gone in consump tion he had already been taking bis nostrums six months paying large sums therefor ; but at tbe last visit to tbe great french doctor be bad discovered aunt li ei disease which he could not undertake to cure for less than a s 1,000 cash iu band as a special favor to bim howev er be would cure tbe malady for 700 iu advance ; aud this sum be was endeavor ing to raise by mortgaging bis little prop ertv and rendering himself almost penni less the quack was very urgent tel ling him that death stared him iu the face ;*' and if be did not raise the money at once and commence with his medi cines it would soon ba too late the young man of fair intelligence was completely deluded and thoroughly frightened by tbe artful quack and it required much skill and effort to unde ceive bim it is indeed strange that persons possessing a common school edu cation can fall into such trap ; and yet there are thousands bound hand und foot to these miserable advertising quacks who operating through their fears are extorting from them every dollar ihey possess the sums laken are often very large und tbe iniquity is of no mean pro portion to delect aud punish these of fenders is a difficult matter ; but it does seem that some plan might be devised by i which the cities aud large towns should i be lid ot a class of impostors more dan gerous and unspairing than miduight robbers — journal of chemistry in the work of excavation steadily progressing at pompeii there was ' : recently uncovered a series of wooden tablets containing the by hon john a magee ex-member of con gress publishes a telling article in regard to the vicious practice of com promising with government defaul ters it gives a table containing the names of fourteen prominent defaul ting collectors of internal revenue with the amount due from each the amount released through compromise and the dates ofihe letters written by secretaries of the treasury approving such compromises the total amount owed to the government by these fourteen collectors was 1,604,075,29 of which 1,231,604.77 was release and thus lost leaving only 372,470 52 to be restored to the treasury — there is no apparent reason why most of this stolen money should not have been recovered from the sureties — certainly a sharp prosecution of the sureties who were commonly respon sible men would have saved a much larger percentage than was saved by the suspicious system of compromise in the case of collector joshua a bailey who got away to brazil or some other safe south american coun try with 728.891 32 of moneys col lected by him unaccounted for the de partment kindly released 678,891.82 and compromised on receiving 50,000 though such men as george opdyke aug schell and thomas c durand leading capitalists of new york were among his sureties why secretaries of the treasury should accept such a paltry part of debts so abundantly se cured is among the things that no fellah can find out or has succeeded yet in finding out the present dem ocratic house may manage to throw light upon it mr magee complains that he introduced a resolution in the last house calling for information on this subject but the republican man agers promptly squelched it the power of the french as a na tion to find some good use for every thing was never more strikingly illus strated than in the case of a woman who has established near paris an in stitution for the propagation of the ant species she has innured herself to the stings of l:er pet insects and handles them with perfect publican who has been traveling all over the south returned to washing ton on thursday he is one of the most bitter opponents of the third term but says that the most extensive inquiry convinces him that the south ern republicans would sooner have one button on grant's uniform than morton blaine and all therestofthem put together at indianapolis the work of sen tencing the whiskey convicts has be gun the dcptuty collector was sentenced to three years imprison ment and one thousand dollars fine eight government officers and a dis tiller were sentenced to two years im prisonment and fines of one thousand dollars the laborers and employes in distilleries were sent up for six months each and fined five hundred dollars the judge exercised a wise discretion in his sliding scale and punished the parties iu strict accor dance with the degree of confidence reposed in them western wagons we often hear re mirks aboue encouraging home indus tries and we thought em.ngh wagons could be made in this sessions of the public schools there was a matinee the audience in most part was composed of women and children about half past two while the great house was densely packed and thousands of chil dren
